Zirconia
Zirconia took direct orders from Neherenia. In turn, she was the one to give orders to the Amazoness Quartet and the Amazon Trio. She was accompanied by a flying eye named Zircon that spied on victims and how Zirconia's henchmen were doing. She used her staff, which Zircon was a part of, as a golf club to collect Dream Mirrors and Zircon as the ball. The Amazoness Quartet challenged her orders and Ves Ves went so far as to attack Zirconia. Zirconia was killed by Neherenia for her failures. In the manga, she basically charged the Quartet with making sure the circus was a success. Her role became more important when the outer senshi arrived. She was injured by the senshi and Tuxedo Mask and escaped into the mirror which held Neherenia. That was her last appearance, after Neherenia appeared to have been defeated.

Queen Neherenia
She was the leader of the Dead Moon Circus. Neherenia appeared through her many mirrors and passed her assignments to her henchmen. Her mission was to get the Golden Crystal and take over the world. She maintained her beauty by eating the dreams of her subjects and making them part of her circus. She only appeared in the final episodes of the season and she escaped the senshi by throwing Sailor Chibimoon off a cliff. She sealed herself in her mirror to remain young. She returned in the next season as another major villain. In the manga, she also remained behind her mirrors for most of the time. She cast a spell on Elios and Elusion, checking every so often on Elusion. She mainly gave orders to Zirconia and one day found herself facing Super Sailor Moon. She was defeated when the senshi break the mirror she was in. She reappeared for the last battle and succeeded in taking away the silver crystal from Sailor Moon. However, things went wrong and she was killed by Eternal Sailor Moon. She did not reappear in the next season in the manga.

Amazoness Quartet
They were taken into the circus by Neherenia in exchange for the ability to stay young. The Quartet was made up of four girls called Ves Ves, Palla Palla, Cere Cere, and Jun Jun. They In turn helped her in her search for the Golden Crystal. They continued the work of given to the Amazon Trio for the second half of the season. They used their magic balls to collect Dream Mirrors. The Quartet spent most of their time getting massages and lying around doing nothing. Zirconia disliked the Quartet and always told them to be quiet and do their jobs for once. Zirconia took all the energy from the Quartet to defeat the senshi and betrayed them. Sailor Moon told them they wouldn't lose their ability to dream as they aged so the Quartet destroyed their magic balls and took the Golden Crystal for her. They became normal girls again and that was the last they saw of them in the anime. In the manga, the Quartet worked as a group and were more predominate. Zirconia trapped them in their own magic balls and Neo-Queen Serenity freed the Quartet who become the Sailor Quartet - Sailor Ceres, Sailor Vesta, Sailor Juno, and Sailor Pallas. They returned to the forest to sleep until Sailor Chibimoon was done with her training.

Amazon Trio
The Amazon Trio were all once animals. Zirconia changed them to humans, restricting them of having dreams. Their mission was to find the person with the dream where Pegasus was hiding. They also collected dream mirrors for Zirconia. The Trio is made up of three guys called Fish Eye, Hawk's Eye, and Tiger's Eye. Fish Eye discovered who held the dream and who Sailor Moon was. He returned to the circus but held the information from Zirconia. Hawk's Eye was sent to attack Usagi and Zirconia tried to kill Fish Eye. He escaped and ran with Tiger's Eye to help Hawk's Eye. Hawk's Eye was killed by the Lemures and they destroyed Sailor Moon's dream mirror. Tigers Eye and Fish Eye used their energy to restore her mirror and died. Pegasus restored them to their human bodies and sent them to Elusion to live in peace. In the manga, the Amazoness Quartet created the Amazon Trio. Their purpose was to follow the Quartet's orders and destroy the senshi. They were poor characters in the sense that they were defeated each by one senshi.

Ves Ves
Ves Ves was one of the Circus's animal trainers. She used a whip as her main weapon. She hated to take orders and crossed Zirconia once. She fought Zirconia in that battle and nearly beat her. She was considered a fairly powerful villain. The Lemures she called all had animal-like characteristics. She wore a red outfit with a red ball at the end of her hair, worn sort of like a large ponytail. She was the most aggressive of the Quartet, challenging Zirconia in the anime.

Palla Palla
Palla Palla was the Circus's magician in balancing balls. She was the most immature of the Quartet but possibly the most dangerous of the four. She adored playing with toys and dolls. She used dolls to capture dream mirrors and often in large groups of people. They represented voodoo dolls in that respect. She wore a pale blue outfit with light blue balls on the ends of her hair. She played a trick on Usagi and Chibi-Usa by giving them their dreams of being a child and being an adult, respectively in the anime.

Cere Cere
Cere Cere was the Circus's trapeze artist. She loved flowers and her Lemures often had flower-like qualities along with her magic. She often acted like a spoiled kid yet she was extremely tough inside. She, on one occasion drugged the other members of the Quartet to be the first to get an assignment from Zirconia. She wore a rose-like outfit with flower-like hair which consisted of two loops - one on each side of her head and long strands flowing down.

Jun Jun
Jun Jun was a master acrobat in the Circus. She was very agile and quick, using her moves to take down certain victims. She called on acrobatic Lemures and fish-like Lemures. She wore a green outfit and green balls on the ends of her hair. Jun Jun was the one to teach Kyosuke, Chibi-Usa's friend, how to jump the box horse in the anime.

Fish Eye
Fish Eye was another acrobat in the Circus. He dressed like a woman in his civilian form. His victims were men - no matter what age. This followed the seemingly trend that the Trio consulted in picking their victims. He helped repair Sailor Moon's dream mirror and died along with Tigers Eye. Fish Eye had the least assignments in the anime. He had the tendency to fall in love with each of his victims. He had light blue long hair with a light blue ribbed outfit. Fish Eye was a slender man as well, unlike the others in the Trio. In the manga, he was the first of the Trio to go, with a failed attempt at destroying Sailor Mercury.

Hawk's Eye
Hawk's Eye was the firebreather in the Circus. He was a thorough planner unlike the other two. His victims were mid-age women - the more mature they were the better. He was consistently loyal to the Trio and died trying to defend Fish Eye from Mister Magic Pierrot's attack. He had spiky, magenta-like colored hair and an off-the-shoulder lavender top and skirt with tights. In the manga, he was the last to die, with a failed attempt at killing Sailor Jupiter.

Tiger's Eye
Tiger's Eye was the lion tamer in the Circus. His preferred weapon was the whip. His victims were young and beautiful girls. He had a vain and selfish attitude along with an overconfident ego. He helped Fish Eye in repairing Sailor Moon's dream mirror in the end of the anime and was killed. He had bright orange hair with a red band across his forehead with a white and black outfit and orange and red tights. He was the second of the Trio to go in the manga, with a failed attempt at killing Sailor Mars.

Lemures
The Lemures were the monsters that the upper class villains summoned to do their work for them. Most of them were inefficiently armed to destroy the senshi and ended up dead. The Quartet, the Trio, and Zirconia all summoned Lemures to fight for them. Some of the Lemures even questioned the Trio/Quartet and others malfunctioned. The Lemures usually wore completely unbelievable costumes. One of the most amusing was a Lemures with a tire sticking out of its torso.
